成立于2012年11月的ETSI NFV ISG（Industry Specification Group）负责NFV相关标准工作，自成立以来已经发布100多个文档，成员超过300个以及包括中国移动在内的38个运营商。NFV ISG根据工作内容不同又分为6个工作组（TST,SOL,REL,IFA,EVE,SEC）。

NFV ISG按2年一个阶段（2-year phases）推进工作。第一个阶段（2013-2014）公布的文档被认为是标准前的研究，有时候错误地指其为“Release 1”。2年之后，2014年，NFV ISG社区受到空前关注，因此决定开发标准规范。后续公布的标准称为“Release 2”和“Release 3”。Release 2文档结束于2016年第三季度，同时开始Release 3的工作。

该ISG第一个重要的里程碑是2013年发布的5个文档，它们涵盖用户场景（文档NFV001），虚拟化要求（文档NFV004），结构框架（文档NFV002），术语（文档NFV003），第五个文档定为协同推进公共展示PoC平台的关键方面定义了框架（NFV-PER002）。在接下来的2014年，NFV ISG加速了步伐，又公布了11个文档。

NFV结构框架确定了各个功能块以及这些功能块间的主要参考点。这些功能块是：

l  虚拟网络功能（VNF）:在传统非虚拟网络中，某个网络功能的虚拟化，如EPC,MMEPGW,RGW,DHCP等。

l  管理元素（EM）：对一个或多个VNF进行管理。

l  NFV基础设施（NFVI），包括硬件和虚拟资源以及虚拟化层：所有用来建设VNF部署、管理和运行环境的所有硬件和软件部件。

l  OSS/BSS：运营商的运行管理和业务支持系统。

l MANO：NVF管理和编排系统。它包括NFV编排器（NFVO）、VNF管理器（VNFM）和虚拟基础设施管理器（VIM）。

2015-2016年是NFV ISG的第二个工作阶段。这一阶段公布的文档称为“Release 2”作为第二阶段工作的一部分，NVF ISG定义了VIM,VNFM和NFVO的功能要求，以及参考点的要求。另外还定义了一系列关于要求、接口和信息模型的规范，摘录如下：

• Virtualised resources capacity      management (IFA 005,      and IFA 010)

• Hardware-independent      acceleration (IFA 002, IFA 003, IFA 004,      and IFA 010)

• A UML Information Model (IFA 015)      that consolidates the Information Elements developed in all other      reference points specs (IFA004 to 008 and IFA011 to 14)

• Information modelling      guidelines (IFA 016, IFA 017)
